It sounds like you made portal specific language changes rather than a new language pack.

I must admit that while I've tried to ensure the module is fully localizable, I don't know a lot about localizing the files but I'll try to help.

If you look in the /DesktopModules/Articles/App_LocaaResources directory. I think you'll see several files with ".Portal-0.resx" (though instead of 0, it may have another number corresponding to the PortalID of whichever portal you made the change). You need to change those files to ".ae-AE.resx". Then as long as you have that language selected at the portal level, I think it will use those files.

Yes the problem is solved and always the transalation should be done from host  user.
