I would like to either change the skin or customize the current skin of the search results page...is this possible?

If you are talking about the search results returned by the articles module directly, the search results will display using the List Template of whatever Articles module you did the search from.

I have a banner pane in my skin and all the other pages have a banner in that pane but when I search the articles, the banner pane is empty. How can I access the page settings of that page to add a banner?

You can't at this time. Because the search page uses DNN's built in control functionality, other modules can't be added to the page and it uses the Admin skin for the skin. Perhaps you could add your banner to the admin skin?

I'm afraid there's not enough demand at this time to add this capability to the module.
